ROLE DESCRIPTION: Systems Engineer
CORPORATE INFORMATION

- 2. Salary Range: $43,296.63 – $46,627.14 (step 1 – 2)

POSITION PURPOSE
The purpose of this position is to ensure the proper running of the Govnet Infrastructure systems and its policies are adhered to, not only limited to:
- Coordinate and perform in-depth tests, including end-user reviews, for modified and new systems.
- Monitor and test system performance; prepare and deliver system performance statistics and reports.
- Ensure the stability, integrity, and efficient operation of the in-house Internet information systems that support core organizational functions.
KEY DUTIES
The position will achieve its purpose through the following key duties while working with relevant staff and service providers, in accordance with legislative requirements:
- Ensure that Internet access and filtering services are administered and provisioned with correct authorized access level to Govnet users;
- Ensure the availability, security, integrity and management of the gov.fj domain services;
- Ensure the optimal performance of all infrastructure services that support the Govnet network;
- Ensure proper standards and procedures are in place to recover the infrastructure from a Disaster;
- Analyze, Identify and conduct research and development in areas of improvement for core infrastructure services and implement new solutions using project management approach;
- Ensure that all documentations and reports are produced, updated and available;
- Apply proven communication, analytical, and problem-solving skills to help identify, communicate, and resolve issues to maximize the benefit of IT systems investments.
KEY PERFORMANCE INDICATORS
Performance will be measured through the following indicators:
- Internet access and domain services meets the uptime requirement of 99.95%;
updates and upgrades comply with Compliance Standard;
- Implementation of a Disaster Recovery Plan and Successful testing on a yearly basis;
- Effective infrastructure support, resolutions of issues and backup of Government data;
- All required documentations, recommendations and reports are produced, accessible and updated and updated in a timely manner.
PERSON SPECIFICATION
In addition to Bachelor’s Degree in Information Technology/Computer Science, Net-Centric, or any IT related field from a recognized institution with relevant work experience, the following Knowledge, Experience, Skills and Abilities required to successfully undertake this role are:
Knowledge and Experience
- 5 or more years of relevant IT & server administration exp
- Proven experience with systems planning, security principles, and general software management best practices.
- Working technical knowledge of current systems protocols, Internet standards, including DNS and Web service systems.
- Extensive experience with core infrastructure software applications, including Internet proxy, SAN Storage, Backup, DNS, DHCP, Active Directory
- Excellent system applications and LAN/WAN troubleshooting experience.
- Working technical knowledge of scripting languages and Project Management procedures.
- Working knowledge of network and server operating systems.
- Excellent understanding of the organization’s goals and objectives.
- Knowledge of applicable data privacy practices, laws and Government ITCS Backup Policy

- Demonstrated ability of high caliber to perform all functions according to guidelines and procedures and effectively work within a team and be able to meet strict deadline;
- Effective technical evaluation and provide key recommendations;
- Demonstrated good project management practices with excellent communication and interpersonal skills;
- Capacity to adjust to changing socio and work environments.
- Ability to effectively prioritize and execute tasks in a high pressure environment
- Highly self-motivated and directed, with keen attention to detail.
Personal Character
Applicants for employment must be of good character, with a background that demonstrates their commitment to the Civil Service Values contained in the Fijian Constitution. Applicants must also be Fijian Citizens, under age 60 years, in sound health and with a clear police record. The selected applicant will be required to provide a medical certificate and police clearance prior to taking up duty.
