ROLE DESCRIPTION: Network Engineer
CORPORATE INFORMATION

- Salary Range: $ 34,760.31 – $37,434.18 (Step 1- 2)

- a) Reports To: Manager Network Infrastructure
- b) Liaises with: Managers, Engineers, IT officers

POSITION PURPOSE
The Network Engineer’s role is to ensure the stable operation of the in-house GOVNET network. This includes planning, developing, installing, configuring, maintaining, supporting, and optimizing all network hardware, software, and especially the remote communication links. The person will also analyze and resolve end user hardware and software computer problems in a timely and accurate fashion and provide end user training where required.
KEY DUTIES
The position will achieve its purpose through the following key duties while working with relevant staff and service providers, in accordance with legislative requirements:
Strategy & Planning
- Perform network design and capacity planning.
- Develop, implement and maintain policies, procedures and associated training plans for network resource administration, appropriate use, and disaster recovery.
- Establish service level agreements with end users.
Acquisition & Deployment
- Oversee installation, configuration, maintenance, and troubleshooting of end user workstation hardware, software, and peripheral devices.
- Interact and negotiate with vendors, outsourcers, and contractors to secure network products and services.
- Conduct research on network products, services, protocols, and standards in support of network procurement and development efforts.
Operational Management
- Manage servers, including e-mail, print, and backup servers and their associated operating systems and software.
- Manage security solutions, including firewall, anti-virus, and intrusion detection systems.
- Manage all network hardware and equipment, including routers, switches, hubs, and UPSs.
- Ensure network connectivity of all workstations.
- Administer all equipment, hardware and software upgrades.
- Practice network asset management, including maintenance of network component inventory and related documentation and technical specifications information.
- Administer and maintain end user accounts, permissions, and access rights.
- Perform server and security audits.
- Perform system backups and recovery.
- Monitor and test network performance and provide network performance statistics and reports.
- Recommend, schedule, and perform network improvements, upgrades, and repairs.
- Manage and/or provide guidance to junior members of the team.
KEY PERFORMANCE INDICATORS
Performance will be measured through the following indicators:
- Ensure network tickets raised from network logs and monitoring system are resolved as per
agreed timelines.
- Ensure GOVNET and Data Center Network availability and uptime
- Ensure network audits are undertaken in a timely manner.
- Weekly submission of network report at the end of each operational week.
PERSON SPECIFICATION
In addition to a Bachelor’s in Computer Science, Information Technology, Net-Centric, Telecommunication and Networking, or Diploma in Information Technology, Net-Centric, Telecommunication and Networking or a closely related field, or equivalent experience required with relevant industry certifications; Network and security administration with IT certifications in CCNA, CompTIA Network+, CompTIA Security+ or other security-related fields are an added advantage to the role, the following knowledge, experience, skills and abilities are required to successfully undertake this role:
Knowledge and Experience
- At least 3-5 years of experience (Bachelors) or 6-9 years of experience (Diploma) designing, implementing, securing and managing enterprise-level IP networks that include support of a heterogeneous distributed desktop computing environment required.
- Extensive hands-on technical knowledge of network systems, protocols, and standards such as Ethernet, Token ring, LAN, WAN, WLAN, frame relay, xDSL, TCP/IP, ATM, T1, 802.11x design and implementation.
- Proven experience with network capacity planning, network security principles, and general network management best practices.
- Strong knowledge of network management and analysis tools.
- Actively contribute to Ministry and corporate requirements including planning, budgeting and human resources activities, when required.
- Good understanding of the organization’s goals and objectives.
- Knowledge of applicable data privacy practices and laws.
Skills and Abilities
- Working technical knowledge of current network hardware, routing and switching protocols, and Internet standards, including routers, switches (layer 2/3), IPS/IDS, firewalls, Cloud computing, and SDN technologies.
- Substantial knowledge and understanding of the various layers of Network Architecture that allow for proactive problem detection.
- Experience with developing and implementing security procedures and policies.
- Knowledge and understanding of root cause analysis for effective problem diagnosis and timely solution deployment.
- Demonstrated ability to analyse problems and implement innovative solutions using ICT.
- Service oriented approach with a commitment to supporting the operational and corporate environment of the organisation.
Personal Character
Applicants for employment must be of good character, with a background that demonstrates their commitment to the Civil Service Values contained in the Fijian Constitution. Applicants must also be Fijian Citizens, under age 60 years, in sound health and with a clear police record. The selected applicant will be required to provide a medical certificate and police clearance prior to taking up duty.
